A workshop on the implementation of the monitoring and evaluation framework for the National Education Strategic Plan (2021–2030) was held at Meeting Hall of Office No.13, Ministry of Education, Nay Pyi Taw this morning. The meeting was attended by the Union Minister for Education Dr. Chaw Chaw Sein, the Deputy Ministers Dr. Zaw Myint and U Nay Myo Hlaing, directors-general, the rector of Naypyitaw State Academy, and responsible officials.
In the opening remarks, the Union Minister stated that the most important sectors in implementing the Ministry of Education’s policies are basic education and higher education, the new curriculum KG+9 is used in basic education sector according to national policy, and the Department of Basic Education is supporting the budgets for project planning to improve teacher quality and so monitoring and evaluation systems are essential to assess the effectiveness of budget support.
In the Universities of Education, a Teachers Competency Framework has been set, and projects are developed based on this framework to produce the qualified teachers required for basic education. Accordingly, budget allocations are made, relevant departments must ensure alignment with these budget allocations, teachers are engaged in research activities and project planning and budget allocation are made to support the research in higher education sector.
Today workshop is to measure and assess progress based on this framework, using monitoring and evaluation systems enable the Ministry of Education to strengthen the capacity for evidence-based policymaking, evidence and lessons learned from these processes should be applied in project planning and budgeting, the need to conduct evaluations during the project period (in 2026) and after the completion (in 2030) to assess the quality and effectiveness of education reforms and these evaluations will support further improvements in education initiatives.
In implementing the goals and education reforms of the National Education Strategic Plan (2021–2030), the Union Minister emphasized the importance of collective efforts to achieve the ten strategic transformations successfully by implementing monitoring and evaluation activities in accordance with the framework and it is expected that the strategies and programmmes of the plan will be more effectively strengthened.
Afterwards, the Deputy Director General of the Department of Monitoring and Evaluation explained the objectives and expected outcomes of the workshop. Participants from various departments formed groups to discuss Part 1 and Part 2 of the agenda.
According to reports, the workshop is scheduled to be held over two days (February 26 and 27) .
